This Happiny's usefulness lies entirely around controlling status. Heal Bell lets you keep your team free, while its other attacks allow you to spread status of your own. Rest is great for instant healing, and with Natural Cure, Happiny can wake up again just by switching out. However, don't expect to hurt anything seriously without status. Fire Blast is by far your best bet at dealing some direct damage, but with only 15 base special attack, Happiny isn't going to do much with it.
