Igglybuff is the only true cleric in the tier, being incredibly bulky and able to heal the status of its teammates while also restoring their health with Wish. Toxic / Thunder Wave lets you spread a little status of your own, and the other move is for attacking power. Igglybuff can actually hit with a STAB boosted Return, given its decent attack power. Normal is unresisted in the tier, so this can be highly beneficial. Fire Blast will give you a powerful move that hits a large chunk of the tier super-effective, but leave you lacking coverage against things like Feebas and Wooper.

Igglybuff is primarily a defensive Pokemon, but it has some offense as well. Unfortunatley, due to its meager offensive movepool, it is suggested to run a defensive support Igglybuff, which means defensive EVs. The above set gives the most all-around defensive EVs. In order to most effeciently boost defense, always put EVs into the defensive stat before even thinking about HP.
